about Referral recycle cost

Hello,
if I have inactive referrals, I want to recycle them do I have to pay $0.08 per referral
+ do I will get active members or it depends if I'm lucky or not

You are not eligible to recycle your downlines.
Please be noted, only purchased referrals can be recycled.
