Hi,

TE= Traffic Exchange

Traffic exchange is the section for members who need exchange traffics.
When you click ads in that section you will automatically generated by 1 TE credit.
And each 1 credit equals to 1 ad view. You can use the credit to create your own ad for other members to click.
You can use the credits in "Manage ads" in your account panel.

I did not see any credits under your links.
Your ads won't be displayed if there was no credits.

Click on "Manage ads" in your account panel.
And select "TE(Traffic exchange)" ads.
Click "Add".
