Sorry, I think you are able to read english, there was instruction which provided by our advertisers in each different sign up ads.
You should follow the instruction to do the offer.
But you did not.

I will not take any action on this issue.

I am really very sorry about what happened, for my opinion it was a biiiiig missunderstanding.....  
But I respect your decision, it is your site and I can do nothing about this!!! ..... even I had earned more than 0,06 USD and could get paid...
I only regret my lost time....
