Members from Brazil, India, Argentina, Nepal and Israel must request their payout through Liberty Reserve in order to get paid. Members from other countries must request their payout through Paypal in order to get paid.

I cannot send funds to those countries thru paypal.

I have gone thru all the Traffic exchange ads.
And found a suspicious one which is not accumulating credits.
Then I denied that ad.

It's from ads coop. And it's a rotator link from easyhits4u. Everytime you view this link, it should be different.
If the page redirects, then you can simply refresh ptc ads page and click this link again. Then it shouldn't be the same page that you landed on .
Try it today, see if it's redirecting again.
